Working Together to End Homelessness
Each year, the U.S. Department of Housing and Urban Development (HUD) provides federal funding for homeless programs nationwide through the Continuum of Care (CoC) Program and its annual CoC Competition. Communities access these funds by submitting consolidated applications on behalf of federally funded homeless programs within their CoC, ensuring coordinated efforts to address homelessness.
How the CoC Works
Advancing our Community Strategic Framework for Action
The Columbus and Franklin County, Ohio Continuum of Care oversees programs that provide stewardship of all strategies developed under our community’s strategic framework for action to address homelessness by:
- Overseeing capital, services, and operating funding for homeless programs in Columbus and Franklin County.
- Coordinating activities within the community framework for action.
- Promoting collaboration to achieve goals and strategies.
- Securing resources for programs and projects.

Leading the Collective Response to Homelessness
Community Shelter Board serves as the centralized funder and backbone organization for the homeless crisis response system in Franklin County and the Central Ohio region. By strategically investing public and private resources, CSB ensures that local programs are effective, efficient, and coordinated.
In its role as the facilitator for the Columbus and Franklin County, Ohio Continuum of Care (CoC), CSB brings together diverse partners to design and implement a unified strategy.
