FY2026 CoC NOFO Competition Suspension

Please be advised that, effective immediately, the Columbus/Franklin County (OH-503) Continuum of Care competition under the FY 2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants NOFO is hereby suspended. This follows the below directive from HUD wherein HUD confirmed that the 2026 NOFO is no longer in operation:
Notice of Court Order
On Friday, August 7, 2026, the U.S. District Court for the District of Rhode Island in the related cases State of Washington, et al. v. HUD, et al., 1:26-cv-00439 (D.R.I.), and National Alliance to End Homelessness, et al. v. HUD, et al., 1:26-cv-00436 (D.R.I.), determined HUD’s issuance of its FY2026 Continuum of Care Competition and Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (2026 CoC NOFO) violated the Administrative Procedure Act and vacated it.  HUD is currently evaluating the order and considering all legal options, including appeal to the U.S. Court of Appeals for the First Circuit.  
Despite the order, HUD stands by the lawfulness of the 2026 CoC NOFO because HUD knows that Americans deserve and support commonsense homelessness solutions that restore recovery, self-sufficiency, and accountability for outcomes as set forth in the 2026 CoC NOFO.
 
Guidance for Current Applicants
 
Due to the court’s order, the 2026 CoC NOFO and its August 26, 2026, application submission deadline are no longer in force as HUD is unable to accept applications at this time.  HUD will communicate further guidance and additional updates via the SNAPS Competition Listserv and HUD.gov as they become available.  A PDF copy of the 2026 CoC NOFO remains available for informational purposes on the CoC competition page on HUD.gov  Questions regarding the 2026 CoC NOFO may continue to be submitted to CoCNOFO@hud.gov.
As a result of the court ruling and HUD's decision, CSB is unable to proceed with the competition and will immediately halt all competition stages including local prioritization. If you are an entrant who submitted a project in the competition, no further action is necessary. The competition is suspended. CSB will continue to monitor further developments from HUD. If an amended NOFO is issued, CSB will proceed with a local competition under the directions, timelines, and lawful priorities of that amended NOFO.

FY2026 Notice of Funding Opportunity

The FY2026 Continuum of Care Competition and Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (NOFO) was released on June 1, 2026. As a result, the CoC is currently soliciting Local Applications for the FY2026 CoC program funding round for the following project types:

  • Renewal Projects (PSH, Joint TH-RRH, SSO, CE, DV Bonus and YHDP);
  • New and Transition Projects (TH, SSO, CE, DV Bonus and YHDP).

Applicants are required to submit a Local Application by July 22, 2026, at 5:00 pm.

 

CoC NOFO Application Orientation

Community Shelter Board hosted a CoC NOFO Application Orientation to support providers in completing applications and budget templates.
 
 

Weekly NOFO Technical Assistance (TA) sessions

Thursdays from 9:30-10:30 am

Community Shelter Board is hosting two specialized information sessions to support provider applicants.

Youth Homelessness Demonstration Program (YHDP) Provider CoC NOFO Session

Designed for youth providers to review FY2026 NOFO requirements, competition updates, and project expectations.

Domestic Violence (DV) Provider CoC NOFO Session

July 14, 2026, from 4:30 pm to 5:30 pm.
 
Designed for DV Renewal / Bonus funding opportunities, competition requirements, and the application process. 

HUD CoC BUILDS Application

FY2026 CoC Builds Notice of Funding Opportunity

The FY2026 Continuum of Care Builds Competition Notice of Funding Opportunity (NOFO) was released on June 23, 2026. As a result, the CoC is currently soliciting Local Applications for the FY2026 program funding round for the following project types:

  • 578.43 Acquisition, 578.45 Rehabilitation, 578.47 New Construction.

Applicants are required to submit a Local Application by July 14, 2026, at 5:00 pm.

The CoC Board met on September 12, 2022 and the full CoC met on September 20, 2022 to review the 2022 CoC Application and rank Project Applications according to the 2022 CoC Review, Score, and Ranking Procedures. Please see below for the CoC Consolidated Application, CoC Priority Listing, and the CoC's decision for the ranked position of the project applications. The CoC accepted all projects but one. No projects were reduced. No renewal projects were placed in Tier 2. Renewal YHDP, CoC planning, and UFA projects were accepted and not ranked, per HUD’s guidance.
The CoC Board met on October 25, 2021 and the full CoC met on November 4, 2021 to review the 2021 CoC Application and rank Project Applications according to the 2021 CoC Review, Score, and Ranking Procedures. Please see below for the CoC Consolidated Application, CoC Priority Listing, and the CoC's decision for the ranked position of the project applications. The CoC accepted all projects. No projects were rejected or reduced. No renewal projects were placed in Tier 2. Replacement YHDP, CoC planning, and UFA projects were accepted and not ranked, per HUD’s guidance.
The 2020 Continuum of Care competition was replaced with a non-competitive renewal process, per the 2021 Consolidated Appropriations Act.
